Image to PDF
Turn JPG, PNG and HEIC images into a single PDF — one image per page.
Convert images to PDF online
Turn JPG, PNG and iPhone HEIC photos into a single PDF, one image per page. Combine photos of receipts into one expense claim, make a PDF from pictures of handwritten notes or a school assignment, turn screenshots into a document, or put the front and back of an ID card into one file. Add images in batches, put them in the order you want, and choose the page size, margins and quality that fit what you’re building. Velprio processes everything directly in your browser, so your images are never uploaded to our servers.

Why use Velprio’s online image to PDF converter?
Private by design
Scanned identity documents, receipts, medical paperwork, photo logs — whatever you are compiling, it is read and assembled inside your own browser. Nothing is uploaded, nothing is stored, and there is no server-side copy to leak.
iPhone HEIC photos work too
Photos straight from an iPhone, or from Android phones set to save high-efficiency pictures, are often in HEIC format, which many browsers cannot open on their own. Velprio converts them to JPEG on your device the moment you add them, so you can mix them freely with JPG and PNG images.
No cap on how many images
We impose no limit on the number of images in one document, and no throttling on the download. Add them in several goes rather than all at once — each new pick is added to what is already there, which is how assembling a document from photos actually works.
Sequence them before you build
Every image shows the page number it will become. Move one earlier or later with the arrows beneath it, turn it upright, view it full size to check, or drop it from the set — all before the PDF is created.
Real control over the page
Choose A4 or Letter and have each image scaled and centred, or let every page match the exact size of its own picture. Set orientation per image or fix it, and pick a margin preset or type an exact value in millimetres.
Quality on your terms
Compressed JPEG at a quality you set keeps photo documents small. Lossless PNG preserves transparency and fine detail for screenshots, diagrams and line art. The trade-off is yours to make, not a default you are stuck with.
Frequently asked questions about converting images to PDF
Is it free to convert multiple images to a PDF?
Yes. The browser-based image to PDF tool is free, with no account or sign-up required, and no limit we impose on how many images you can add.
How do I combine several photos into one PDF?
Choose your photos — you can pick several at once, and add more later; each new pick is added to the ones already there. Put them in order with the arrows under each image, then press Create PDF. Every photo becomes one page of a single PDF.
Is it safe to convert photos of documents to PDF online?
With Velprio, your images are never sent anywhere. Many online converters upload your photos to their servers, so you have to trust how they are stored and when they are deleted. Velprio builds the PDF inside your browser on your own device, so scanned ID documents, receipts and personal photos never leave it.
Can I combine JPG, PNG and HEIC files into one PDF?
Yes. JPG, PNG and HEIC images can be mixed freely in a single PDF. Each image becomes one page, and you can arrange them in any order before building the file.
How do I convert iPhone HEIC photos to PDF?
Yes. iPhones save photos as HEIC by default, and Velprio converts them to JPEG on your device as you add them — nothing is uploaded. Safari does this with its built-in decoder. In Chrome, Firefox and Edge, a small converter is downloaded the first time you add a HEIC photo, so that first conversion needs an internet connection.
How many images can I add at once?
There is no limit we impose, and you can add images in several goes rather than all at once — each new pick is added to what is already there. Because the work happens in your browser, the practical ceiling is your device's available memory.
Which page size should I choose?
A4 or Letter gives you a standard, uniform document, with each image scaled to fit and centred. "Match each image" makes every page exactly the size of its own picture, with nothing scaled or letterboxed.
Should I choose compressed or lossless quality?
Compressed (JPEG) suits photographs and produces a much smaller file, but transparent areas become white. Lossless (PNG) keeps transparency and is better for screenshots, diagrams and line art, though it produces a considerably larger PDF for photos.
How do I make the PDF smaller?
Choose Compressed (JPEG) and lower the quality slider a little — around 70–80% is hard to tell apart from the original for most photos. If a portal needs a very small file, shrink the photos first with Compress Image, then build the PDF from the smaller copies.
Can I change the order of my pictures?
Yes. Each image shows the page number it will become. Use the arrow buttons under an image to move it earlier or later, the turn buttons to rotate it, and the remove button to drop it — all before the PDF is created.
Does it work on Windows, Mac, iPhone and Android?
Yes. It runs in any modern browser — Chrome, Edge, Firefox or Safari — so it works on Windows, macOS, Linux, iPhone, iPad and Android, with nothing to install. On a phone you can pick photos straight from your gallery.
